Optimizing organizational effectiveness
A key understanding that emerged through the strategic planning process was a recognition that a number of underlying Foundational Elements serve as the building blocks for organizational effectiveness and efficacy in all areas.
We are committed to creating optimal conditions for success by focussing our efforts on enhancing these elements. By doing so, we facilitate success in each area of priority 鈥 Achieving, Believing and Belonging 鈥 which will ultimately improve student achievement and well-being.
Our Goals Under the Priority of Foundational Elements:
- Improved access to services and supports for students and schools.
- Communication is clear, transparent and responsive.
- Results-based accountability and evidence-informed decision-making are the standard approaches to planning and improvement efforts.
- Stewardship of resources optimizes human, financial, physical and material assets.
- Proactive recruitment, talent growth and succession planning are aligned to student and system needs.

Ministry of Education Announces Funding for New Catholic Elementary School in Georgetown

On Tuesday, April 2, 2024, Minister of Education, Stephen Lecce, announced funding for the new Georgetown West Catholic Elementary School.
The funding will accommodate a new Catholic elementary school to address increased growth and student enrolment in Halton Hills.
The following dignitaries were in attendance:
- Minister of Education and MPP for King-Vaughan, Stephen Lecce;
- Mayor of Milton, Gordon Krantz;
- Natalie Pierre, Parliamentary Assistant to the Minister of Education and MPP for Burlington;
- Stephen Crawford, MPP for Oakville;
- Marvin Duarte, Chair of the Board and Milton Trustee;
- Janet O’Hearn-Czarnota, Halton Hills Trustee;
- John Klein, Director of Education;
- Ryan Merrick, Chief Operations and Sustainability Officer; and
- Emi Bakaic, Superintendent of Education.
Dignitaries from the Halton District School Board (HDSB) and Conseil scolaire catholique MonAvenir, HCDSB staff and members of the media were also in attendance.

- The Ontario Government is investing $26.1 million to build the Georgetown West Catholic Elementary School to serve families in the area.
- Georgetown West Catholic Elementary School will accommodate 527 student spaces and 88 licensed child care spaces.

Sharing Ideas & Voting on Preferred Names for New Schools

In the 2023-2024 school year, HCDSB prepared for the naming of three (3) new Catholic elementary schools set to open in the 2024-2025 school year 鈥 two (2) new schools in Milton and one (1) new school in Oakville.
In accordance with Policy I-15 School Name Selection, a School Naming Committee was established for each of the three communities. Input was then collected from our HCDSB community in choosing school names for the new schools.
Quick Facts
- Members of the HCDSB community were invited to submit name suggestions for the new schools, by completing three (3) online polls during the month of March.
- The School Naming Committees reviewed the submissions and developed a short list for members of the community to vote on their preferred names for each school.
- The School Naming Committees finalized the priority list of names, and submitted to the Board of Trustees on April 16, 2024.
- The Board of Trustees voted on the proposed school names at the Board Meeting held on May 8, 2024.
- The new school names for Milton #10 (St. Veronica), Milton #9 (St. Josephine Bakhita), and North Oakville #4 (St. Cecilia) Catholic Elementary Schools became official once the Board received the blessing from His Excellency, Douglas Crosby, Bishop of Hamilton.
HCDSB Ranked the #1 Most Energy Efficient School Board in Ontario!

The 嫩芽视频 (HCDSB) was ranked as the most energy efficient school board in the ! The report is based on publicly reported annual data for the September 2021 鈥 August 2022 school year.
Since 2007, has worked with school boards across Canada to build the knowledge and practice of energy efficiency and conservation. The Top Energy Performing School Boards Report is released annually to analyze the energy use of Ontario鈥檚 5000+ schools in 72 school boards.
In the 2024 report, HCDSB was identified as #1 out of 72 school boards in the province. After being ranked third in the 2023 report, HCDSB has climbed up two places to reach the number one spot.
As per the report, HCDSB rankings are determined by comparing actual energy use to top-quartile (pre-pandemic) energy targets for the approximately 5,000 elementary and secondary schools and other education facilities in the province.
Sustainable Schools provides insights and identifies key opportunities for greenhouse gas emissions reductions that have high social, environmental, and economic impact and return on investment.

Disproportionality Reports

The HCDSB Student Census, released during the 2022-2023 school year, was part of our ongoing efforts to create and promote more equitable and inclusive learning environments across HCDSB. Since the release of this data, HCDSB Research Services has examined disproportionalities in a number of areas, including student achievement, student suspension rates, and pathways and transitions.
The Student Achievement Disproportionality Analysis used the census data to examine disproportionalities in student achievement, including EQAO and report card marks.
The Suspension Disproportionality Analysis used the census data to examine student engagement and well-being, specifically looking at disproportionalities of student disciplinary outcome by focusing on suspensions.
The Pathways and Transitions Disproportionality Analysis used the census data to examine how students are prepared for work and education after secondary school. Specifically, the report examined disproportionalities by focusing on credits earned by Grade 10, participation in specialized programs, graduation rates, and post-secondary application rates.
HCDSB Staff Recruitment

Our Human Resources Services staff were actively recruiting new hires during the 2023-2024 school year!
- Staff teams attended 9 teacher recruitment fairs across Ontario and other provinces.
- Job opportunities were posted on our Board’s website, on and other recruitment platforms, as well as on social media.
- The recruitment process continued throughout 2023-2024 to keep supply lists replenished for Occasional Teachers, Early Childhood Educators and Educational Assistants, as well as to recruit French Teachers (Core, French Immersion, and Extended French) to meet our growing system needs.

Approval of a New Multi-Year Strategic Plan!
The Multi-Year Strategic Plan (MYSP) is the compass that directs the 嫩芽视频 towards ongoing improvement across the learning organization. It articulates values, sets commitments, and establishes priorities for the next few years.
On January 16, 2024, the Board of Trustees voted unanimously to adopt the 2024-2028 Multi-Year Strategic Plan that will guide the work of our school district over the next four years.

The 2024-2028 Multi-Year Strategic Plan was a culmination of several months of consultation that was conducted in accordance with Policy I-44 Strategic Planning Process.
